API Returned Permission Errors for Releases

From yesterday 20:22 UTC to today 09:28 UTC release API incorrectly returned permission errors for some releases for some customers when the user requested access to a release they were not a team member of. Affected customers on affected projects will also have seen source map uploads fail via sentry-cli or the webpack plugin. Likewise directly navigating to a release via the UI also created a permission error.
